Entry into the school of your choice ™

It’s back to school time! Lunch pails and school slates may have given way to Uber eats and iPads, but one anachronism that remains is the ability for donors to get their kids into the best schools. With the Trump Justice Department launching a dubious new project targeting discrimination against white students in university admissions policies, I’m not going to explain why a diverse population in any university is not just a nice thing, but inarguably a crucial component in a country or society’s progress. Straight-up affirmative action cannot even be used college admissions, and yet still the white kids suffer.
But I do wonder how all Harvard (or any college where this happens) students and alumni are not diminished when a rich guy can make a large donation to assure admission for his under-achieving offspring? Maybe this clumsy attempt to mollify the persistent mythology of oppressed white students will accidentally put the spotlight on just how uneven admissions processes – and other, nefarious types of preference – in the round remain. There is something rigged about the process, just not probably what is commonly believed.

Nice piece in the NYT about the NREL research center in Colorado, especially on the architectural consequences of energy efficiency:

The $64 million Research Support building opened last year as a kind of physical assertion by the Energy Department, the lab’s parent agency, that office space can be driven down to zero net energy use through a combination of on-site energy production (rooftop solar) and fanatical attention to detail everywhere else in how the building saves and sips energy as a workplace for 800 engineers, managers and support staff members.

The resulting mix is meant to inspire builders and architects around the idea that net zero energy use is not only attainable but also affordable and even elegant. And that presents a new palette for architectural criticism.

How, for example, should one assess what seems at first to be an interesting sculpture in the building’s courtyard that in fact turns out to be a cleverly disguised fresh-air intake device for natural cooling of the basement data center? Extra points for form, or for function?

It’s getting to be a really weird thing to see vast new buildings, with square footage north of 100K, that leave these efficiencies on the table. They might use passive solar or have a giant cistern buried on site, but still have enormous shingled roofs that just sit there for decades without doing anything. It’s this expectation that needs ramping up. Instead the fossil dead-enders are looking to let the carrots rot and burn the sticks so as to finance for tax relief for the prosperous. We need to be asking more of architecture than just being structural remedies for various activities; double- and triple-purposing is the order of 2001… so you can, see we’re behind. And I would wager that architects generally would be willing and able… especially if hyper-efficiency came with built-in permission for the ugly buildings many seem to adore. Could be a decent trade (that we’re already making in exchange for bupkis).

But asking architects and engineers to fight clean energy battles against the folks who get elected is, well… probably too innovative.

Prisoners and Guards

As in the line from Mr. Zimmerman. If you weren’t paying attention, you’d think this was off-topic.

In, uh… celebration isn’t the right word but, of California deciding that locking people up is more important than educating them, we re-visit Michel Foucault’s 1974 tract, Discipline and Punish: The Birth of the Prison. While not at all required reading, it can be fun. If you see it in Barnes & Whatever, it’s worth picking up and reading the intro wherein he describes a mid-eighteenth century instance of a condemned man being drawn-and-quartered. Really, the things you pick up.

This is from the 3rd section of Part Three, entitled Panopticism:

If it is true that the leper gave rise to rituals of exclusion, which to a certain extent provided the model for and general form of the great Confinement, then the plague gave rise to disciplinary projects. Rather than the massive, binary division between one set of people and another, it called for multiple separations, individualizing distributions, an organization in depth of surveillance and control, an intensification and a ramification of power. The leper was caught up in a practice of rejection, of exile-enclosure; he was left to his doom in a mass among which it was useless to differentiate; those sick of the plague were caught up in a meticulous tactical partitioning in which individual differentiations were the constricting effects of a power that multiplied, articulated and subdivided itself; the great confinement on the one hand; the correct training on the other. The leper and his separation; the plague and its segmentations. The first is marked; the second analysed and distributed. The exile of the leper and the arrest of the plague do not bring with them the same political dream. The first is that of a pure community, the second that of a disciplined society. Two ways of exercising power over men, of controlling their relations, of separating out their dangerous mixtures. The plague-stricken town, traversed throughout with hierarchy, surveillance, observation, writing; the town immobilized by the functioning of an extensive power that bears in a distinct way over all individual bodies – this is the utopia of the perfectly governed city. The plague (envisaged as a possibility at least) is the trial in the course of which one may define ideally the exercise of disciplinary power. In order to make rights and laws function according to pure theory, the jurists place themselves in imagination in the state of nature; in order to see perfect disciplines functioning, rulers dreamt of the state of plague. Underlying disciplinary projects the image of the plague stands for all forms of confusion and disorder; just as the image of the leper, cut off from all human contact, underlies projects of exclusion.

They are different projects, then, but not incompatible ones. We see them coming slowly together, and it is the peculiarity of the nineteenth century that it applied to the space of exclusion of which the leper was the symbolic inhabitant (beggars, vagabonds, madmen and the disorderly formed the real population) the technique of power proper to disciplinary partitioning. Treat ‘lepers’ as ‘plague victims’, project the subtle segmentations of discipline onto the confused space of internment, combine it with the methods of analytical distribution proper to power, individualize the excluded, but use procedures of individualization to mark exclusion – this is what was operated regularly by disciplinary power from the beginning of the nineteenth century in the psychiatric asylum, the penitentiary, the reformatory, the approved school and, to some extent, the hospital. Generally speaking, all the authorities exercising individual control function according to a double mode; that of binary division and branding (mad/sane; dangerous/harmless; normal/abnormal); and that of coercive assignment of differential distribution (who he is; where he must be; how he is to be characterized; how he is to be recognized; how a constant surveillance is to be exercised over him in an individual way, etc.). On the one hand, the lepers are treated as plague victims; the tactics of individualizing disciplines are imposed on the excluded; and, on the other hand, the universality of disciplinary controls makes it possible to brand the ‘leper’ and to bring into play against him the dualistic mechanisms of exclusion. The constant division between the normal and the abnormal, to which every individual is subjected, brings us back to our own time, by applying the binary branding and exile of the leper to quite different objects; the existence of a whole set of techniques and institutions for measuring, supervising and correcting the abnormal brings into play the disciplinary mechanisms to which the fear of the plague gave rise. All the mechanisms of power which, even today, are disposed around the abnormal individual, to brand him and to alter him, are composed of those two forms from which they distantly derive.

Bentham’s Panopticon is the architectural figure of this composition. We know the principle on which it was based: at the periphery, an annular building; at the centre, a tower; this tower is pierced with wide windows that open onto the inner side of the ring; the peripheric building is divided into cells, each of which extends the whole width of the building; they have two windows, one on the inside, corresponding to the windows of the tower; the other, on the outside, allows the light to cross the cell from one end to the other. All that is needed, then, is to place a supervisor in a central tower and to shut up in each cell a madman, a patient, a condemned man, a worker or a schoolboy. By the effect of backlighting, one can observe from the tower, standing out precisely against the light, the small captive shadows in the cells of the periphery. They are like so many cages, so many small theatres, in which each actor is alone, perfectly individualized and constantly visible. The panoptic mechanism arranges spatial unities that make it possible to see constantly and to recognize immediately. In short, it reverses the principle of the dungeon; or rather of its three functions – to enclose, to deprive of light and to hide – it preserves only the first and eliminates the other two. Full lighting and the eye of a supervisor capture better than darkness, which [it] ultimately protected. Visibility is a trap.

Book burning

by any other name. A friend of mine wrote this article about another one of those, shall we say, constructive dilemmas: build a new-fangled structure in a newish city, wait thirty years until they want something else cutting edge (ouch!) and new, then watch as they decide what to do about the old building. In this case the old building is the final structure of Modernist master Marcel Breuer. Take it, JL:

Breuer’s design sits closely surrounded by other buildings where Peachtree Street, a principal artery, touches a remaining patch of narrow, 19th-century street grid, about a half mile southeast of the proposed Centennial Olympic Park site. If the building could be viewed whole, from a greater distance, its sculptural power might be more affecting. As it is, Pitts and others don’t get it. “From a design point of view, it probably means a lot to those in the field, but for the average citizen who sees it, it’s just not there,” he says. “It’s dark, it’s not friendly, it’s not inviting.” Isabelle Hyman, a Breuer scholar at New York University, acknowledges that “the concrete architecture of that period is disdained right now. It’s massive, heavy, bulky, weighty, and it’s not appreciated.” Still, she insists, “You just don’t get rid of a good building by a good architect because it’s out of style.” Pitts would prefer a building with of-the-moment transparency. “I envision glass and color and water and openness,” he says. But can a shiny new building attract patrons to the library, and visitors to Atlanta?

So… there’s a thread here, connecting what they’re contemplating doing with this building and what has saddled them with an urban landscape largely indistinguishable from that of Dallas or Indianapolis or Phoenix. Can anyone guess what it is?

For another thing, why not let the building stand as a marker for the question of why we designed and built structures like this once upon a time? Could be instructive.

And what do you know, there even could be a fiscal upside to preserving the structure, beyond its architectural merits.

Jon Buono, a preservation architect, makes a com­pelling pragmatic argument for saving the building. “I’m clearly interested in the artistic and cultural value of the library,” he says. “But as a civic booster, I’m even more concerned with recognizing the financial and material value of that public investment.” He calculates that the energy embodied in the library and required for its demolition equals a year’s electricity consumption by some 4,000 households.

Hmm. Preserve cultural heritage. Save the city some money. Conserve a non-trivial amount of energy. Does this compute? Or is it a plan written in a book, shelved in a library that’s become obsolete?

Building blocks

This is the ING Bank Amsterdam, designed by Alberts & van Huut.

From chapter 5 of Natural Capitalism, Creating the Next Industrial Revolution by Paul Hawken, Amory  and L. Hunter Lovins:

In Southeastern Amsterdam, at a site chosen by the workers because of its proximity to their homes, satnds the headquarters of a major bank. Built in 1987, the 587,000-square-foot-complex consists of ten sculptural towers links by an undulating internal street. Inside, the sun reflects off colored metal – only one element in the extensive artwork that decorates the structure – to bathe the lower stories in ever changing hues. Indoor and outdoor gardens are fed by rainwater captured from the bank’s roof. Every office has natural air and natural light. Heating and ventilation are largely passive, and no conventional air conditioners are used. Conservatively attired bankers playfully trail their fingers in the water that splashes down form-flow sculptures in the bronze handrails along the staircases. The building’s occupants are demonstrably pleased with their new quarters: Absenteeism is down 15 percent, productivity is up and workers hold numerous evening and weekend cultural and social events there.

The results surpassed even the directors’ vision of the features, qualities and design process they had mandated for their bank. Theor design prospectus had designated an “organic” building that would “integrate art, natural and local materials, sunlight, green plants, energy conservation, quiet and water” – not to mention happy employees – and that would “not cost one guilder more per square meter” than the market average. In fact the money spent to put the energy savings in place paid for itself in the first three months. Upon initial occupancy, the complex used 92 percent less energy than an adjacent bank constructed at the same time, representing a saving of $2.9 million per year and making it one of the most energy-efficient buildings in Europe.

Architect Tom Alberts took three years to complete the design of the building. It took so long mainly because the bank board insisted that all participants in the project, including employees, understand its every detail: The air-handling design had to be explained to the landscape architect, for example, and the artwork to the mechanical engineers. In the end, it was this level of integration that contributed to making the building so comfortable, beautiful and cost effective.
