Back at the Front, part MCMLXXVII

This could go without saying, but because it is within the purview of our chosen subject matter, and because it contributes in small order to the larger, if inelegant, semantic question, I should point out the several entries in the dictionary dedicated to green, which state

5. not fully developed or perfected in growth or condition; unripe; not properly aged: This peach is still green.
6. unseasoned; not dried or cured: green lumber.
7. immature in age or judgment; untrained; inexperienced: a green worker.
8. simple; unsophisticated; gullible; easily fooled

This will, of course, come as no surprise to most. But much of the very valuable print real estate devoted to the resignation of the governor of Alaska, not least of which is an op-ed in today’s NYT, seems to misunderestimate the most salient aspect of her disqualifications, the one which made her pick as VP the greatest political blunder in a history littered with them. Primarily, she was in no way ready. Though this is tripe, it may be instructive. For not the first time, entries 5-8 above seem to apply to writer and subject. He waxes:

In a recent Pew poll, 44 percent of Americans regarded Palin unfavorably. But slightly more had a favorable impression of her. That number included 46 percent of independents, and 48 percent of Americans without a college education.

That last statistic is a crucial one. Palin’s popularity has as much to do with class as it does with ideology. In this sense, she really is the perfect foil for Barack Obama. Our president represents the meritocratic ideal — that anyone, from any background, can grow up to attend Columbia and Harvard Law School and become a great American success story. But Sarah Palin represents the democratic ideal — that anyone can grow up to be a great success story without graduating from Columbia and Harvard.

What matters a free education if one learns the wrong lessons? More:

Here are lessons of the Sarah Palin experience, for any aspiring politician who shares her background and her sex. Your children will go through the tabloid wringer. Your religion will be mocked and misrepresented. Your political record will be distorted, to better parody your family and your faith. (And no, gentle reader, Palin did not insist on abstinence-only sex education, slash funds for special-needs children or inject creationism into public schools.)

None of that is right, and you condescend to address me as ‘dear reader’ at your peril. Reminds me of someone continually addressing all of us “my friends”.  Anyway, these are decidedly not the lessons of the Palin experience, such as it was. She should have never accepted the offer of VP for all of the reasons Douthat gives above but misapprehends with startling precision: she was not ready. Green in the worst way. We seemingly learned this from the 2001-2009 fiasco, but we need to pick the very smartest possible person who is available to be president. [.] That ‘s not different for women or men, black, white, red or yellow, with kids or without, religious or not. It’s an impossible job for the very best among us – and he’s saying it would have been more dispiriting to American democracy if she had somehow managed to make it into office? It’s hairless logic from Plan 9 all over again.

But if you venture out among small-town papers and cable news shows, this is the right-side victimology that greets you: Palin proves a regular person can’t be president. Under attack, all the time, beseiged by elites… what’s happening to this country? I think the question answers itself. Only in a children’s book would Palin be a credible foil to Obama. Her nomination was demeaning to her gender and social class, but only because her ostensible comrades tried to use them as a route to power above the interests of the country. Hey, there’s a story, Mr. conservative op-ed guy.

Okay. Back to your regularly-scheduled Eco meltdown.

The Green Mile

The distance that runs between what we need to do for the planet and keeping everything going just as it is, if not a little better. This supports another reason why the green is so compelling as a word for something we don’t understand and, simultaneously, know only too well.

An article in the New Republic spoons up the conventional wisdom on green and greening, how its fashion star has faded and what that  and ten cents will get you after polls prove how we’ll chose economic growth over the environment every time, as if that was anything more than one of the multiple answers supplied by the survey. Jeesh.

And then, almost as quickly as it had inflated, the green bubble burst. Between January 2008 and January 2009, the percentage of Americans who told the Pew Research Center for the People and the Press that the environment was a “top priority” dropped from 56 percent to 41 percent. While surveys have long showed that enthusiasm for all things green is greatest among well-educated liberals, the new polling results were sobering. For the first time in a quarter century, more Americans told Gallup in March that they would prioritize economic growth “even if the environment suffers to some extent” than said they would prioritize environmental protection “even at the risk of curbing economic growth.” Soon thereafter, Shell announced it would halt its investments in solar and wind power.

Alright. But let’s not underplay this ‘green bubble’ idea as just another noctural, if speculatory, emission. It’s easy to do that, but still. Test yourself. What if the bubble is actually about the fact that the virtue of this necessity is not our requirement that it must co-exist with a romanticized view of the simple life, but that the over-leveraged, wasteful, fossil fuel-dependent life as we demand it IS the bubble?

It may be pleasant to imagine resource scarcity as a kind of hype that we can become less infatuated with and leave by the roadside, but the whole point was that we have to change the way we live not becuase it’s somehow musty or uncool but because the short-sightedness on which it is based is destroying the planet.

Separating our economic troubles from our environmental concerns should be the thing that seems passe’, no?

Two Things

We’ve solidly on the cusp of Gemini, school’s getting out most everywhere and the Administration makes some hardly recognizable sounds about raising CAFE standards. Coincidence? I think not.

But really, when you consider things that ordinarily do not go together, new CAFE requirements and the drop in new home starts should not be among them.

New home construction fell to its lowest pace on record in April, the government reported on Tuesday, disappointing forecasters, who had hoped for a modest increase. Building permits fell to record lows and construction on new multi-family units plunged.

And

“The writing’s on the wall in the construction industry,” said Joseph Brusuelas, director at Moody’s Economy.com. “This is a function of the oversupply in the market. There’s just simply too much supply on the market, and construction starts will have to continue to contract.”

Aw. Everyone hates disappointment, especially so close to summer. But it remains the case that there was an extensive boom in housing construction over the last nineteen-plus years and most of it was the wrong kind of houses built in the wrong kinds of places.

And surely, even the non-trivial rise in CAFE standards has its limits, mainly as it does nothing about used cars and leaves the price of gas untouched. But the CAFE rules are just one tool among many; they were too low for too long and the automakers screamed every time they were even mentioned. Now that the automakers don’t really exist as such any longer, the screams will be the same, but we should hear them differently. And the longer new homes starts lag, maybe that stat begins to serve as a different kind of indicator to home builders, developers, planning commissions and the like. The age of driving fuel inefficient cars to far-flung suburban houses is mercifully taking a pause. We can take the time to re-think the entire fancy that led to both as if it’s deliberate and not at the point of pain. Like wer’e doing it for our own green future good.

Green Squared

If, in the course of human events [what’s highfalutin’ language for, after all?], one’s view is obstructed by a hill, there have come to be three options, each of which feature their own distinctive elements: summon the necessary wits and climb the hill – which will reward you with an unobstructed view (though some probability should be noted that you might not like what you see); summon the necessary wits and level the hill – which will reward you with an unobstructed view (though the hill will no longer be of any utility or refuge in the case of earlier-referred to sub-condition); decide to forgo knowledge of what lies beyond the hill and do nothing – an appealing option of certain though crudely sanguine utility that, itself, might overestimate the courage and wit required of option A.

What lays beyond the green? The rough, of course, and most likely a water hazard. If it’s a big-money tournament, and everything we do promises that it is, many spectators are on hand, occupying every bit of space just outside the area of play. The players? Ah, that’s where the analogy creaks.

Is this because we lose our sense of play when it comes to self-preservation? Certainly not. We seem to fiddle with the most trivial issues precisely at the most inopportune junctures. Is not the ability to dither in the face of demise a sign of a certain playfulness? If not, what then is it? A willful decision to ignore the hill and all that lies beyond it?

There is a solid divide between childish behavior and adult maturity that we have come to obscure and crowd out with nostalgia for the one and disdain for the other. The line itself respects this dynamic precisely as it allows a devious cross-pollination. Wherein, our affinity for innocence in the latter displaces our knack for creative response in the former. It does not have to be response to a crisis, but in the case that it is and we’ve replaced one with the other, we find ourselves having grown-up too quickly; adults, ill-prepared as children. We can’t hold our own hands after all. Oh… wait. Who’s is the hand of a child if not our own? Every other species understands this.

Climb or level the mountain and we have an unobstructed view to all the underlying issues at once. The spirituality, sensuality, economics, politics, ecology and thermodynamics of not putting more into the earth than we take out and not taking more out of the earth than we put in are… all the same thing. At once. Money times inexperience; envy multiplied by sustainability; Go X the Future… they all equal nothing worse than merely facing up to our own contradictions and failings. Then we can get on with the important stuff:

The Twelve Principles of Green Engineering

As a spectral wavelength whose connotations reflect both hope and envy, and also youth, calm and sickness, green is the word for everything that ails us as well as a kind of catch-all for the cure.

But the abstracted semantic debate is only so interesting without any stringent technical guidelines to introduce tension between our wayward intents and limited amounts of energy and materiel. Not to worry, though; enter the American Chemical Society.

The Twelve Principles of Green Engineering

  1. Inherent Rather Than Circumstantial
    Designers need to strive to ensure that all materials and energy inputs and outputs are as inherently nonhazardous as possible.
  2. Prevention Instead of Treatment
    It is better to prevent waste than to treat or clean up waste after it is formed.
  3. Design for Separation
    Separation and purification operations should be designed to minimize energy consumption and materials use.
  4. Maximize Efficiency
    Products, processes, and systems should be designed to maximize mass, energy, space, and time efficiency.
  5. Output-Pulled Versus Input-Pushed
    Products, processes, and systems should be “output pulled” rather than “input pushed” through the use of energy and materials.
  6. Conserve Complexity
    Embedded entropy and complexity must be viewed as an investment when making design choices on recycle, reuse, or beneficial disposition.
  7. Durability Rather Than Immortality
    Targeted durability, not immortality, should be a design goal.
  8. Meet Need, Minimize Excess
    Design for unnecessary capacity or capability (e.g., “one size fits all”) solutions should be considered a design flaw.
  9. Minimize Material Diversity
    Material diversity in multi-component products should be minimized to promote disassembly and value retention.
  10. Integrate Material and Energy Flows
    Design of products, processes, and systems must include integration and interconnectivity with available energy and materials flows.
  11. Design for Commercial “Afterlife”
    Products, processes, and systems should be designed for performance in a commercial “afterlife.”
  12. Renewable Rather Than Depleting
    Material and energy inputs should be renewable rather than depleting.

They’re not the twelve Apostles, but neither will they fit on a license plate. Bumper stickers, however, would be an entirely different story.

The Happiness of Pursuit

What if you woke up one day and found that this, or any, site you read had undergone a for-profit makeover? Being that it would have to be something very subtle, in order to establish continuity with the day before but represent a turn toward selling you something, would you/we even notice? You’d think, sure. But a better question might be, how would we notice? Of course, you would expect there to be tell-tale signs – more ads, maybe a flashier graphic or a graphic flash file to get things going right at the top (wow, a flash header – why didn’t I think of that?) The point being that the site would want you to know, because of course, we’re reassured by the profit motive – it’s the last honest and pure thing we’ve got.

Worry not. I have not yet begun to sell out. At least not yet. I only thought back around to this upon being pointed to this site (thanks, Ben), which to me seems like a full-throated expectation of (still) being able to sell green living. It’s an excellent idea and I’m as encouraged by it as I’m surprised we’re still right there. I guess since there is no viable internet business model, maybe that’s what all of this amounts to. But at its heart I don’t really believe that. Not yet. At this point the medium seems less than useful for that one sacred mission, and so of course seems of great utility. We can expect this ratio to diminish along such an inverse relational plane, but only to give way to another new one or return us to a renewed emphasis on an old one.

But… the continued optimism about what we can sell goes quite a bit beyond earning a living and circles back on us when it comes to sustainability, as in the way we think about a more ostensibly altruistic goal, like saving the whales. We could and perhaps should reflect on this not as a selfless extention of human empathy for a fellow creature, per se, but a rather direct notion toward saving ourselves. This extends to the oceans, all water, all land, then the air… the ocean within the fish, as they say. All routes to self-preservation, expressed through a more urgent concern for a more directly endangered entity. Endangered by us to be sure; but marked in a but-for-the-grace-of-God-go-we kind of way that we understand better than we let on. Maybe it’s the shroud of inevitability that we just can’t shake, that hasn’t worked its way up to profit making, but once it does and that comes to be percieved as clearly endangered as it surely is today, most of our efficiency and sustainability initiatives will become finally and absolutely mandatory. The we’ll really have something to sell. What a day of strange rejoicing that will be.

Commitment over Capacity

Multiplied by area. We’re already getting our asses handed to us on the renewable energy front. Foot-dragging, slow-walking… whatever you want to call it, it all amounts to the same thing.

China’s leaders are investing $12.6 million every hour to green their economy. Other countries are equally energetic in their embrace of alternative energy technologies; they are setting targets and investing billions of dollars to spur the development of entirely new markets in wind, solar, geothermal, biofuels, energy efficiency, high-speed rail, and other clean and innovative solutions to global warming.

The United States, too, is poised to transform its economy to create millions of new jobs and help create a cleaner, safer planet by investing in a green, renewable-energy based economy. The Obama administration wants to unleash the ingenuity of our private sector to rein in pollution and put millions of Americans back to work. Yet China is spending twice as much as the American Recovery and Reinvestment Act spends to lay the foundations for a green energy economy, despite the U.S. economy being 1.5 times as large as China’s. And across Europe and Asia, other governments have diversified their energy portfolios and encouraged entrepreneurs to start and expand clean and renewable energy companies.

Nice graphs and pics at the link. But for all the gnashing of teeth about what China and India won’t do about their greenhouse gas emissions, China is seeing the opportunity to pivot as a chance to take at least a couple of steps ahead. The whole anti-Kyoto rationale has been pure canard a l’orange the whole time, doncha know.

And Germany is leaving us in the dust, as per usual. But no… we wouldn’t want that old gummint telling us what to do, with all that fancy talk about energy portfolios and tax incentives. When will we have had enough of bringing up the rear on a brighter day?

The Art of Decision Making

This is going to annoy or excite you, likely depending on your one-free-cup-of-misanthropy card and how many holes it’s punched with.

NYT magazine yesterday has a long piece contextualizing the disconnect between believing the planet is in imminent peril and the willingness to do anything about it. Academic research behind the science of decision-making is explored in depth; I don’t believe any animals were permanently harmed in the gathering of data points for this article, but toward the end there was some heinous screeching. Maybe that was me:

Over the past few years, it has become fashionable to describe this kind of focused communication as having the proper frame. In our haste to mix jargon into everyday conversation, frames have sometimes been confused with nudges, a term made popular in a recent book, “Nudge: Improving Decisions About Health, Wealth and Happiness,” written by Richard Thaler and Cass Sunstein when they were academics at the University of Chicago. (Sunstein later moved to Harvard Law School and has since been nominated as the head of the White House Office of Information and Regulatory Affairs.) Frames and nudges are not precisely the same; frames are just one way to nudge people by using sophisticated messages, mined from decision-science research, that resonate with particular audiences or that take advantage of our cognitive biases (like informing us that an urgent operation has an 80 percent survival rate). Nudges, more broadly, structure choices so that our natural cognitive shortcomings don’t make us err. Ideally, nudges direct us, gently, toward actions that are in our long-term interest, like an automated retirement savings plan that circumvents our typical inertia. Thaler and Sunstein explain in their book that nudges can take advantage of technology like home meters, which have been shown to reduce electricity usage by making constant feedback available. These appeal to our desire for short-term satisfaction and being rewarded for improvement. Or a nudge might be as simple as a sensor installed in our home by a utility that automatically turns off all unnecessary power once we leave for the day — a technology, in effect, that doesn’t even require us to use our brains. “I think the potential there is huge,” Thaler told me recently, when I asked him about environmental nudges. “And I think we can use a whole bag of tricks.”

Ouch. This is the con behind the con, something I’ve touched on many times, on which this site is more than nominally based. Having the subject laid bare academically could make you see that we’re still merely in the marketing phase of project self-preservation. We’re testing the waters – pondering survival, if you can call it that. Perhaps we could speed things up if we go ahead and ask whether life would be worth living without the ability to consume and waste vast amounts of resources, without the freedom of our corporate sponsors to find new ways to poison us and indebt us. As nothing quite solid has panned out yet, we’ll continue feeling around for just that perfect thing (‘nudge’) that will convince us to do something about what we know. The preference for a ‘Pearl Harbor’ climate incident to galvanize attention is noted. And stupid.

That this perfectly childish scenario is somehow normal, because we have a non-trivial percentage of our citizens and leaders who believe that a warming planet won’t be their problem and so shouldn’t merit their worry, is merely accepted as one among a workable array of factors and an insult to children everywhere. The contrived pull and yaw of doing/not doing anything can continue indefinitely.

So in terms of policy, it may not be the actual tax mechanism that some people object to; it’s the way a “trivial semantic difference,” as Hardisty put it, can lead a group to muster powerful negative associations before they have a chance to consider any benefits. Baruch Fischhoff, a professor at Carnegie Mellon and a kind of elder statesman among decision scientists, told me he’s fairly convinced a carbon tax could be made superior to cap and trade in terms of human palatability. “I think there’s an attractive version of the carbon tax if somebody thought about its design,” Fischhoff told me, adding that it’s a fundamental principle of decision research that if you’re going to get people to pay a cost, it’s better to do it in a simple manner (like a tax) than a complex one (like in cap and trade). Fischoff sketched out for me a possible research endeavor — the careful design of a tax instrument and the sophisticated collection of behavioral responses to it — that he thought would be necessary for a tax proposal to gather support. “But I don’t think the politicians are that informed about the realm of the possible,” he added. “Opinion polls are not all that one needs.”

Careful we don’t do anything to confuse or depress or worry people into changing the way we live. You wouldn’t want to cause a stampeed among so fragile a population… better to slip it in a like a suggestive value menu item.

I know there’s a chicken-and-egg quality to the way we follow leaders who think so little of us, but it’s not a closed loop. As this useful article makes implicit, there are plenty of ways of  breaking the spell, even if we must get psychological about it. We would proably relax if we could be sure that the next steps would merely be dangerous. And interesting.

With all the flap about Obama’s speech Tuesday night (good) and the response by Jindal (he’s surely clinging to anyone who might say it was merely bad), the convergence of greenwashing and politics gets wrapped into a neat bundle: talking to people like they’re children about very complex issues produces self-fulfilling prophecies of extraordinarily difficult-to-solve problems.

We can link this to many things, but much of the immaturity begins with advertising, where the sort of punkish, laughing at someone getting hurt or because something sounds funny is a bankable quantity. It’s adolescent appeal is its value, or so we’re told over and over. ‘People remember it because it’s stupid’ is also a mantra, even if its not on the side of a coin. This is the fertile, buy/sell marketing ether so far from reality that it almost begins to make sense, where super rich athletes eat soup from a can, a car has the name of a vanishing, nomadic African tribe and Exxon/Mobile is building the energy future.  From here, the stupid=legit, intelligent=questionable paradigm can appear to be a sensible option.

Politicians take their cues from advertising norms – from their media training to their look to their belief in the wisdom that flows from a fictional heartland to the language the employ to describe it. But whatever its stripe, much of this amalgam goes back to an unflinching belief that Americans are children that should be treated and spoken to thusly; this suspicion-of-seriousness flows directly into policy positions and soon enough, policy itself. This is one of the reasons that Obama is such a breath of fresh air: despite the details of the bad news he’s sharing with us, at least he’s speaking to us like adults. [Including the costs of our wars in the deficit projections? Who knew you could even do that?] Our delicate sensibilities aside, suddenly everything’s on the level, even if that level is where it is.

This is opposed to the Kenneth the Page* take of our Republican brethren. It would be really funny, and much of it is, if we didn’t have to still imagine these people as legitimate negotiating partners with whom political horsetrading is a necessity. Elder stateman Newt Gingrich is all you need to know.

But even the resulting dissonance about green is a result of the caricatured responses to the climatic cataclysm. In advertising land, the only tools we have left are to keep doing the same things over and over again and hope for a different result.

Fortunately, It’s A Brand New Day for the United States of America.

Sepia-toned future

For the six of you out there who don’t already read him, I link to today’s column from the shrill one – who now seems of the more sane among us. Go figure.

I would like to pick up on a few things he points out.

To be sure, the Obama administration is taking action to help the economy, but it’s trying to mitigate the slump, not end it. The stimulus bill, on the administration’s own estimates, will limit the rise in unemployment but fall far short of restoring full employment. The housing plan announced this week looks good in the sense that it will help many homeowners, but it won’t spur a new housing boom.

My first reaction to this is, we don’t need a new housing boom – that was one of the problems in the first place. But even this, as green as I always make it out to be, is itself a little too facile. What we don’t need is the same kind of crazy suburban housing boom, centered on and driven by the automobile in every way, and that is a non-trivial distinction if there ever was one. We do have to keep moving forward, a consequence of which is a growing population, one that needs housing. All the many things we talk about as far as energy efficiency, conservation, and lowered carbon footprint need to be incorporated in a kind of new housing boom. One that takes place nearer central cities, one that s accompanied by a boom in SUPERTRAINS and SUPERTRAIN TRACKS and SUPERTRAIN STATIONS, connecting this kind of housing boom to these smarter, much smarter goals for development being hatched on sites and across lecturns the nation over.

So… when Krugman also lays out some of the seeds of our recovery being planted…

Consider housing starts, which have fallen to their lowest level in 50 years. That’s bad news for the near term. It means that spending on construction will fall even more. But it also means that the supply of houses is lagging behind population growth, which will eventually prompt a housing revival.

Or consider the plunge in auto sales. Again, that’s bad news for the near term. But at current sales rates, as the finance blog Calculated Risk points out, it would take about 27 years to replace the existing stock of vehicles. Most cars will be junked long before that, either because they’ve worn out or because they’ve become obsolete, so we’re building up a pent-up demand for cars.

…These should only re-enforce the critical importance of putting these opportunities to work in the service of less waste, less energy, more walking, biking and mass transit. It could be a golden era – when our sepia-toned nostalgia for street car days of yore combine with the wizbang advantages of our high-tech faggery to give us copious amounts of actual time to piss away on stuff that matters. But it will require a major re-casting of all the tools we use to build houses and cars, including the nuts and bolts and screwguns and the materials they fasten but most importantly their designs and the regulations that guide them. Different requirements yield different outcomes, and that, my smiling-because-it’s-Friday friends, is what we’re after.
