The Foreign(ness of) Aid

From LG&M, Americans still in a rage about issues of which we are greatly uninformed. Which is different from uniformed, though there is probably an appropriate  jumper or pants suit:

The weekend before President Clinton’s State of the Union Address, the Wall Street Journal assembled a focus group of middle-class white males to plumb the depth of their proverbial anger. These guys are mad as hell. They’re mad at welfare, they’re mad at special-interest lobbyists. “But perhaps the subject that produces the most agreement among the group,” the Journal reports, is the view that Washington should stop sending money abroad and instead zero in on the domestic front.

“a poll released last week[1995, ed.] by the Program on International Policy Attitudes at the University of Maryland which stated that 75% of Americans believes that the US spends “too much” on foreign aid, and 64% want foreign aid spending cut. Apparently a cavalier 11% of Americans think it’s fine to spend “too much” on foreign aid. Respondents were also asked, though, how big a share of the federal budget goes to foreign aid. The median answer was 15%; the average answer was 18% the correct answer is less than 1%. A question about how much would be “too little” produced a median answer of 3%–more than three times the current level of foreign aid spending.

Wisely transferring money from rich people or countries to poorer people or countries is one of the keystones to good public policy. To the extent we care about it, it’s one of the ways we construct an equitable society and definitely one of the ways we do things like secure the peace (Marshall Plan), bribe the enemy (Iraq) and otherwise incentivize behavior on the part of our strategic partners (examples too numerous to list). This goes doubly for trying to effect lower CO2 emissions around the globe. But we only need to look to the above to see how far the rock will fly.

And while we also spend money in a multitude of horrific ways around the globe, the idea of climate debt was a subject of some contention at COP15. Grist hits a good tee shot on the subject.

The climate pollution already in the atmosphere has “locked in” a certain degree of climate change. Since rich nations produced the bulk of historical pollution, they bear the bulk of the responsibility for the damages that result. Those damages will fall disproportionately on the world’s poorest countries, which bear the least responsibility. Given the situation, rich countries are obliged to help poor countries pay to adapt to climate change and mitigate its effects.

How we get on the green from there, well… it’s an open question as to whether the debt model is the right one. But how ever we come to frame climate justice – and it’s going to be Orwellian orchid sex if there’s ever been any – it must result in the further collapse of the detachment and separation model featuring the highly useful us/them split, of which climate change is the biggest harbinger of all time. It’s why we hate it – odorless, borderless and raceless.

Lester Brown has a new book, Plan B 4.0: Mobilizing to Save Civilization, and he writes about it on Grist:

Each year, the Fund for Peace and Foreign Policy magazine rank 60 “failing states,” countries which on some level fail to provide personal security or basic services, such as education, health care, food, and physical infrastructure, to their people.  The countries are evaluated using the Failed States Index, a ten-point scale for each of twelve political, social, economic, and military indicators (i.e., a state that is failing completely receives a score of 120).  

Failing states have much in common.  Seventeen of the top twenty have high population growth rates (several close to 3 percent per year or twenty-fold per century); these countries have seen enough development to reduce mortality but not fertility.  In fact, birth rates in five of these seventeen states exceed six children per woman.  Soaring population growth puts strain on educational facilities, as well as food and water supplies.  It is perhaps unsurprising, then, that almost half of the top twenty failing states depend on food from the U.N. World Food Programme or that in fourteen of them, at least 40 percent of the population is under fifteen.

As breeding grounds for conflict, terrorism, drugs, and infectious disease, failing states represent a threat to global order and stability.  In 2004, only seven countries had scores of 100 or greater.  In just four years, the number of states in this category doubled. 

Another concern addressed in Plan B 4.0 is how the growing consumption of the earth’s resources is clearly unsustainable.  Examining commodity consumption in merely two countries, the United States and China, makes this point.

China now consumes more grain than the United States.  It consumes almost twice as much meat, roughly three times as much coal, and nearly four times as much steel.  But what would happen if China’s 1.3 billion people were to consume commodities at the same rate as the United States’ 300 million?

For this exercise, we look at how an 8 percent annual economic growth rate in China (a conservative projection) would put per capita income in China at U.S. levels by 2024.  

At that point, if each person in China were to consume paper at the current American rate, China would need more paper than is produced worldwide today (there go the world’s forests).  China would require over half of the current world grain supply. China would also need 90 million barrels of oil per day; however, the world currently produces less than 86 million and is unlikely to produce much more than that in the future. 

These projections serve not to blame China for its consumption but rather to illustrate that the western economic model—with meat-rich diets, fossil-fuel powered utilities, and automobile-dependent transportation—will not work on a global scale because there are simply not enough resources.  Plan B puts us on a path toward a new kind of global economy, one that is powered largely by renewable sources of energy, that has a much more diversified transport system, and that reuses and recycles everything.

Elections spending

Any elections, any year. But… 1$ billion? This year?

A leading expert in political advertising says $1 billion was spent on political ads this year, with the vast majority of that coming from issue advocacy groups.

The health care debate fueled much of the spending this year, according to Evan Tracey of TNS Media Intelligence. But, ironically, the stepped up pace of political advertising may not continue through to next year’s midterm election In an interview with Media Life magazineyesterday, Tracey said economic factors could keep candidates next year from passing 2006’s midterm election record of $3.4 billion in ad spending.

We elect to spend on elections so that we may influence how elections will influence how we spend, or something like that. Why elections are so important is being eclipsed by the importance of spending so much money to influence them. There’s an easy answer to this, shareholders crazyans citizens:

Replace the word election and simply begin calling it a spending contest or, if you prefer, a contest to see how much money a candidate can spend in order to win the office of ______. Being cynical is holding onto the tendency to refer to the contests as elections.

National Billion-tainment

It means you can buy part of a broadcasting network, to add to your cable monopoly.

In a joint statement announcing the agreementBrian L. Roberts, the chief executive of Comcast, said the deal was “a perfect fit for Comcast and will allow us to become a leader in the development and distribution of multiplatform ‘anytime, anywhere’ media that American consumers are demanding.” The deal’s genesis lies in frequent flirtations over the last several years between Comcast and General Electric, although serious talks began in March. For Comcast, the purchase is the realization of its long-held ambition to be a major producer of television shows and movies.

I love that part: making it appear as if the viewing public is demanding oligopolistic cornering of entertainment creation and delivery mechanisms only to satisfy our never-ending pursuit of more viewing options. It’s reminiscent of the way the (late) Big Three had to, just had to, start making and selling all those massive SUV’s darn-it because the American public demanded it.

Look for incredible new innovations like bum-fighting and more award-creating reality shows designed to fit snugly into the headrest of your recliner.

The pathetic part is the added window-dressing to the courtship to come – the anti-trust hearings to make damn well certain the deal passes “regulatory muster,” whatever that could mean in this business country. Really, who is trying to make what case? Comcast already is the No. 1 cable provider; in January 2008, a Republican Chairman of the FCC was trying to get the country out of cable Guantanamo, but the industry trade group was having none of that.

“There is an agenda from a Republican chairman that is anti-free market and anti-competitive,” said Kyle McSlarrow, president of the National Cable and Telecommunication Association. “It is disturbing.”

In the world of made-up names, we won’t improve on his. Are we getting to the point where even the word ‘disturbing’ qualifies as Orwellian? How long before Orwellian is Orw- uh oh.

The only, I mean the only salve to this whole thing: the precedent it follows.

Shocker

A new poll indicates that growing numbers of Republicans don’t believe global climate change is real.

The quality of anecdotes, alas, is also showing steady declines:

Lisa Woolcott, another Republican poll respondent, said she doesn’t think that burning fossil fuels is “causing all the global warming,” adding: “We can’t control what happens in the atmosphere.” But Woolcott, a physician’s assistant who lives in Kansas City, Kan., said she supports the idea of a bill that would cap the nation’s greenhouse gas emissions and doesn’t think the United States should predicate its actions on what other nations do. “We need to do what’s best for us,” she said. “I don’t think we should back down.”

No, I don’t know, either.

But it brings up a pretty fair point about public opinion, as a detector of trends in attitudes as the basis for policy. Attention to global warming has much to do with pending legislation, of course, the opposition to which itself mirrors hardening opposition to Obama. But reliance on governing by public opinion would vary by the same factors – the ebb and flow of legislative priorities, the relative popularity of leading politicians. What won’t change is our relationship to growing problems, that are in-progress, tied to our behavior and representative of the need for broad changes in the disposition of society. Public opinion and good policy are not two great tastes that go great together; they may coincide; they may switch off being in the lead from time to time. But while public opinion shouldn’t be ignored, developing good policy must not be. How we do elevate policy considerations without basing them on public opinion or giving short-shrift to both?

You can always never force people to be informed and have opinions on non-local phenomena.

Pat on the Head

It brings to mind the quote attributed to Niels Bohr. The details are disputed but, either he was visiting a friend or a friend was visiting him, and upon seeing a horseshoe placed luck side up in his garden, the friend asked,”you don’t believe in that, do you?” To which the famous physicist responded, “No, but I’m told it works the same even if you don’t believe in it.”

Today, Little Tommy Friedman serves up a similar riposte in a pretty good column. It’s all rah-rah energy technology, but he’s right, echoing Bohr,  about whether one believes in global warming.

The Climate Divide

Increasingly, [if you’ve got] green [it] means that you’ll probably get by, while others, because of geography or more likely a lack of resources, deal with the fallout from your resource over-consumption. From the dotearth blog:

the climate divide.” This is the reality that the world’s established industrial powers are already insulating themselves from climate risks by using wealth and technology accumulated through economic advancement built on burning fossil fuels, even as the world’s poorest countries, with little history of adding to the atmosphere’s greenhouse blanket, are most exposed to the climate hazards of today, let alone what will come through unabated global heating.

Like so many things, this situation is highly unjust. But that doesn’t mean it cannot be moved by a sense of social justice. Doing something about a situation you know doesn’t or won’t  effect you personally is the definition of conscience, and hundreds of millions of people live by its code. It’s the way poverty and racial inequality were finally addressed in this country – not simply because so many people got fed with living in poverty or being discriminated against. But also many other people were sufficiently appalled by both or either that they, too, decided that the collective we had lived through, seen and profited from this situation enough, and cast their lot with the cause of justice.

Of course, there were  many people still, not more but many, who felt that those who suffered might yet should suffer more, who were unmoved by the bigotry and oppression and who didn’t want to move too quickly against these or any other injustices. Not quite yet or maybe not at all. And they are still with us, and can be counted on to slow down the climate change debate by emphasizing what we will lose by addressing its root causes. But this is not the collective we, present or future. To unravel the ambivalence about global climate change from a general lack of conscience on other matters would be difficult. And maybe it’s just a coincidence. But it’s probably a greater divide, one we know well, one whose challenge has several times inspired us. And may well again.

While We’re At It

The competition was intense, but the best opinion essay in the NYT this week goes to Bob Herbert:

Simply stated, we cannot continue sending service members into combat for three tours, four tours, five tours and more without paying a horrendous price in terms of the psychological well-being of the troops and their families, and the overall readiness of the armed forces to protect the nation.

So while this singular tragedy at the largest army base in the world draws a great amount of attention, not all of it appropriate, the underlying conditions that created it just keep rolling along. Six Hundred Eighty Billion. What does obscene mean?

Eco-Sikhs

Our government bails out sprawl and congress picks up two one more progressives (but two Dems) in overnight voting, but the news here is the role of religion in the climate change debate. Leaders of the world’s major religions have gathered at Windsor Castle to discuss ways in which the faiths can impact (in a positive way, more on that distinction in a minute) efforts to combat global climate change.

Much of the discourse over climate has been focused on gigatons of gases, megawatt hours of electricity, miles per gallon or details of diplomatic accords or legislation. But  Olav Kjorven, an assistant secretary general at the United Nations involved with the meeting, spent the last year visiting religious orders around the world to see what faiths could bring to the climate table. The answer, Mr. Kjorven told me, is a lot, and not simply in prayer.

Religions, he explained, run more than half the world’s schools, so tweaking a curriculum to include more on the environment can have a big impact. Their vast financial holdings provide leverage and capital for investments with environmental or social benefits. At the conference, which ends on Wednesday, many faiths will be  announcing long-term plans to make more of an impact in an arena that has not tended to be a top priority.

What was it Mom always used to say? Yes… but. Granted, there are religious people around the world who are taking the threat seriously.

Of our very own countrymen especially, however, these are the folks who are greatly uninterested in the impact of man upon the Earth, even as they/we subscribe to a divinely-inspired caretaker role. I get this whole ‘dominion over the fish of the sea and the fowl of the air…’ thing as it extends to super-sized mega churches surrounded by oceans of pavement amid seas of sprawl and entitled consumption of limited resources, but it leads to super-sized mega churches… . Anyway, I used to think the funniest thing was how the mega-churches labeled themselves that way. Now, not so much.

Churches may end up being the last refuge of climate change denial, or at least indifference. So much despoiling of the earth and its inhabitants has been committed beneath its aegis that it may be impossible to turn that around and begin to use it as a force to un-despoil. Conceding any of that would seemingly undermine too much. And imagine a sermon whereupon the minister looks up in the suspended Bose speakers and recessed lighting 100 feet overhead and asks his fellow congregants if they need all of that to effectively commune with God and whether the energy they put into what they’re wearing or how they arrived there has anything to do with the planetary crisis that has the liberals all in a tizzy. Me neither.

But how do they/we broach that subject? How do we connect the very trappings of our holy communion [obviously, not limited to religion] to the waste we’re laying?

On Buying Green

That sounds a lot like On Golden Pond. And, with a little change of emphasis, it could be… Buying Green, Putting Green… Village Green. I love the village green. Anyway.

Here’s a piece about consumers buying green products, how we’re doing, why we’re doing it, etc. I don’t know how you read it without it reading completely weird. I mean what are we talking about?

  • “Dark green” consumers tend to be older, more well educated, and more affluent than “light green” consumers
  • They also tend to care more about what is in “green” products (all natural, organic, non-toxic) and how they are made (such as by socially responsible companies)
  • “Dark green” consumers also tend to be more thoughtful about their purchases, often planning them ahead of time. “Light green” consumers tend to be more impulsive, often buying green products out of curiosity

See? Totally weird; important (for me) to remember that this is not what we’ve come to – it’s just where we are now. Companies? Yes we consider them. But what are we buying when we purchase things? Must our achats symbolize our moral purity? Wait, before you answer that – one possible scenario:

Are we buying convenience? Durability? There’s a difference between, let’s say, buying cleaning products and jeans. If you’re buying clothes, you’re rifling through a whole number of characteristics, none of which likely have to do with sustainability. Or do they? Better-made clothes last longer. We might buy less of them. It’s a way… wait a minute. We weren’t even trying to be green – we just, hey… there are different ways to accomplish similar goals. Are there other reasons? Ewww. Can we not drive, buy local, eat well or hang out clothes to dry just because we like to do these things?

Even or especially with clothing, we don’t have to call it green or anything. But we do. Because the choice will help the environment and that’s why we would buy it… well no, it isn’t. The environment isn’t the only reason we would buy things that last longer, or buy less of them. Or shop in our downtown instead of W*lmart, or from farmers at a market. We do these things because we like to do them. They are meaningful in their own right. It’s a corporate world and we need the slogans. But our needs here in the 1st world are actually quite simple and directly correlated to things we like: we like to do things that are enjoyable. And have gotten off the path to enjoyable things for exactly to demonstrate the power of advertising.

So these things of value, to us, these are the benchmarks. Now, consider all the other stuff that we buy, and whether you think ‘buying green’ is necessary to change any of them.
