“Good People of Leadville”

From a localized opera theme this morning, this following is from American Opera: The Sublimation of Ordinariness by Derek Mills, concerned primarily with Douglas Moore’s “The Ballad of Baby Doe.”

“What, then, is the American, this new man?”, Hector St. John de Crevecoeur

asked over two centuries ago. It is with the response to this familiar defining

question that American national opera–just as American national painting or

American national fiction–must necessarily be concerned.

Certainly the quip that “American national opera is an oxymoron” is not

without justification. The repertoire has a long enough history, but its enduring

successes have been comparatively few. Nevertheless, an interesting body of

such work has emerged that treats American themes and American

experience, that wrestles with the essential question of the meaning of being

American. And on any short list of those operas would be Douglas Moore’s

The Ballad of Baby Doe.

The leitmotif of Moore’s operatic output, from the singspiel Devil and Daniel

Webster that he wrote with playwright Stephen Vincent Benet in 1939 to his

final opera about the prohibitionist Carry Nation in 1966, was Americana. In a

sense, Moore is the Vaughan Williams of America music, or, to change the

figure, a musical stylist much as Graham Greene or Anne Tyler are literary

ones. His work is comparatively simple and accessible, with familiar melodic

ideas and a ready theatrical sense. Indeed, Moore’s music, while neither

complex nor cerebral, has an “authenticity” that, as the composer Yehudi

Wyner comments, causes a listener “mysteriously, to grow increasingly fond

of it.”

One of Baby Doe’s greatest strengths is John Latouche’s inspired libretto.

Latouche, who had a remarkable ear for the American idiom, assembled here

our vernacular in a manner at once poetic and natural. Whole scenes are

written using collections of cleverly captured clichés and oral rhythms woven

together musically; they have an ease which makes them seem more a part of

a play than of an opera. It is recitative that ripples with reality.

The story is quintessentially American as well. It chronicles an actual incident

in nineteenth century history that involved common folk-ordinary Americans

trying to survive, succeed, find love and fortune and meaning in a world of

rapidly shifting values and mores. It’s a love triangle involving Colorado’s

silver king, Horace Tabor, his puritanical wife Augusta, and Elizabeth “Baby”

Doe, the “miners’ sweetheart” who would become the classic “other woman.”

It’s a story with political, social, and fiscal implications redolent of daily life

even now–indeed, with the Clinton-Lewinsky affair prominent in the press,

one of the lines, “another administration scandal,” broke up the Boston

audience during a recent matinee!

Baby Doe has acquired an orthodox performance canon over the years,

shaped to a large degree by the recording with Beverly Sills in the title role and

Emerson Buckley conducting. But recent productions–in Hartford,

Washington, D.C. and Kansas City–have shown some experimentation in

both staging and directing, and January’s Boston mounting offered powerful

new insights that may contribute to a revised performance tradition.

Boston brought together the rare combination of a woman as director and a

woman as conductor, rendered even rarer by the fact that both are former

sopranos (and one, director Sharon Daniels, have been a well-regarded Baby

Doe). Daniels seems to sense the essence of this opera to be relationship, and

thus emphasized not only the usual political and social aspects of its use of

Americana, but also its preoccupation with “moving west” as a personal

journey, and with the reinvention urge that seems to overcome so many of us

at mid-life.

This is an epic tale, to be sure, but it’s an epic of dailiness. The Tabor were

real people, and their quest was homely rather than heroic–or heroic because

it was homely. It’s an epic for the America of Studs Terkel, not for the Greece

of Homer. And it is precisely this dailiness, this ordinariness, this “folks like

us” quality that suffuses American opera as a genre. This is what we see, for

instance, in Porgy’s enduring optimism, in the unintended tragedy of the

Maurrants in Weill’s Street Scene, in John Proctor’s all-too-human nobility in

Ward’s Crucible, in Susan B. Anthony’s pensive reflection on the meaning of

her own “long life” which concludes Thomson’s Mother of Us All.

And perhaps that finally is what makes American national opera significant–its

ability to capture the essence of how we live, of the relationships we choose

and the frontiers we conquer and the messes we make, of how our lives have

become an enduring historical answer to de Crevecoeur’s question. This “new

man, this American”–flawed, fumbling and free–is at the center of America’s

national operas, and is quintessentially depicted in The Ballad of Baby Doe.

The Price of Bored Journalists

Oh, damn. When you consider the forces arrayed against you, or whatever your idea of civilization stands for, you want to imagine a squadron a magnificently outfitted bombers with their ideologies pruned and sharpened to inflict the most pain possible from yours, a force to battle that does you the honor of being as elegantly disciplined and thus terrifying as possible, and perhaps from sheer engagement sharpens your own blades. But, alas, I don’t even have to write the next part.

Our corporate overlords, in conjunction with our B-schools and J-schools, have proffered a generation (now firmly into power-wielding adulthood) of bored journalists. I think I would prefer hucksters. Via CP, the perspective of former BBC correspondent and editor Mark Brayne, which seeks to explain where/how the BBC is coming from on climate is reducing its coverage of climate change. And if the BBC won’t cover climate…

As a former BBC foreign correspondent (Moscow, Berlin, Vienna, Beijing) during the Cold War, and former World Service editor now struggling with the monumental failure of contemporary journalism on climate change (Nicholas Stern’s 2007 comments about the market are just as relevant for the news media), I have to agree with recent commentators on Climate Progress who see the roots of this failure more in newsroom culture and subtle peer expectation than in a direct and explicit response to political or commercial demands (although those play their part, of course).

My former colleagues at the BBC, including Richard Black and others whom I know as good men and women all, remain trapped like most Western-style journalists in the old paradigm of news as event, not process, always needing to be shiny, new and different.

As a correspondent, and later at every nine o’clock morning editorial meeting at the World Service on every weekday through the 1990s, I and my colleagues would grapple with this – how to tell a complex story in just a few lines, with enough of a news peg to interest our listeners. And listeners, viewers and readers have short attention spans – they’ll tune out if they sense it’s just the same old stuff.

So, in order to sell and appeal, whether public service or commercial, journalism needs events. We need clear causes, agents and forces to be visibly responsible. We need (not that we put it like this) a narrative of baddies and goodies. Where the climate is concerned, things are slow-moving, complex, and what’s more, we ourselves are the baddies. That’s not something listeners and viewers want or wanted to be told.

Given our human evolutionary need for primal reassurance that we are safe, and that bad things are happening over there and not here, the events that journalism reports tend to focus mainly on conflict, ideally involving stories of the dramatically dead. World Service news bulletins would often drip with blood, as do the standard news agendas of most Western media. If it bleeds, I’m afraid it does lead.

That’s factor one. Consider then how the editorial decisions of each news editor are taken in the context of those made by his or her immediate predecessor on the last shift, and by the shift and the week and the months and the years before that. As I know from my years in the field, it’s very, very hard to go against the received news agenda wisdom.

Add in, as a third factor, the post-1960s, post-modernist, post-Watergate (especially) but actually quite arrogant self-belief of Western journalists as brave, embattled warriors fighting for truth against devious authority, and I’m afraid it doesn’t surprise me that the news business finds the climate story so hard to tell.

Bear with me a little longer to see how this all plays especially at the BBC, as a public service broadcaster funded by a domestic licence fee that’s essentially a tax on anyone with a television. (The World Service is funded directly by the Foreign Office.)

At the Corporation, despite its fiercely-defended principles and charter of journalistic independence, the sense of ordinary journalistic embattlement is compounded many times over by pressure (think Tony Blair and the Iraq war, or, even harder to deal with and much more relentless, think Israel and Palestine) from very vocal, insistent and well-organised interest groups.

The BBC’s programmes, domestic and international, are under quite extraordinarily intense daily scrutiny. Editors and journalists respond, both consciously and less so, with a desperation to appear balanced, and fair, and objective.

On climate change, that BBC journalistic urgency to be seen to be fair now means, after a period between Al Gore’s Inconvenient Truth and the disaster of Copenhagen when global warming was everywhere in the output, that the Corporation has been bending over backwards to reflect the opposite, sceptical view.

Journalists at the BBC know that the mood has shifted – for the time being, anyway. My old colleague and the Corporation’s first environment correspondent Alex Kirby emailed me this week to agree that Richard Black, sharply criticised elsewhere on CP for his recent reporting of the current state of Arctic sea ice, was most probably, as Alex put it, “a victim of the BBC wishing to demonstrate its ‘even-handedness’ by being, if not sceptical, at least much more questioning about the science, even though 99% of it stands up.”

(The determination to be “fair” to all sides on all stories can at times go to such absurd lengths that Allan Little, one of our best reporters with hard experience of covering Sarajevo in the mid-90s and much more, speaks of the analogy of two men at a bar, one saying that two plus two equals four, and the other that two plus two equals six. The BBC solution to this disagreement? Put them both on the Today Programme, and the answer clearly lies somewhere in the middle.)

This past Monday night, discussing climate change at a very poorly-attended (as usual, when the subject is global warming or peak oil) screening at the Frontline Journalists’ Club in London of the movie Collapse with Michael Ruppert – yes, flawed, but with much sound analysis about oil and energy — I heard from a former BBC producer colleague that internal editorial discussions now under way at the BBC on planning next year’s news agenda have in fact explicitly parked climate change in the category “Done That Already, Nothing New to Say.”

Coming towards the end of these thoughts, I quit daily journalism in 2002 after 30 years to work as a psychotherapist (same job, listening to people, but where I get to stay with the story week after week without having to simplify it beyond recognition for the evening bulletin).

As such, I often ask myself — and, obsessively, others — what it will take to get Western-style, ratings-and-profit-led journalism, reflecting as it does the emotions of politics, economics and public opinion, to take climate change and sustainability as seriously as it deserves, as a present, existential threat to the very survival of our species.

Putting it bluntly, I regret to have concluded that this will only happen once very large numbers of people start dying. As in, hundreds of thousands to millions, and quite clearly climate-change-related.

The Pakistan floods were shocking, as were the Russian summer peat fires and the landslides in China. But in order for enough of humanity to wake up (as we all ultimately, or course, will), not enough people died. Ouch.

This is how we are programmed by evolution, to pay attention or not. It has to be personal, people-related. And for most of us, including our newsrooms, things just aren’t hot enough yet, or sufficiently and personally uncomfortable. (Ecocide of almost every other species and the collapse of ecosystems already observable doesn’t, I fear, hit home emotionally.)

Until something Very Very Big happens (we must hope, in Sir Crispin Tickell’s description, for catastrophe that is benign), I do not believe that mainstream journalism, as indeed mainstream politics and economics, will change. The financial crash wasn’t big enough. Nor was the Eurasian summer of 2010. One shudders to think what might (and will) be.

Nation-Gazing

I’ve been reading a bit of Ernest Gellner recently, but not this piece excerpted below, which is from the The Warwick Debate between Gellner and his former student Anthony Smith, just before the death of the former.

“The question I’m going to now address myself to of course is: do nations have navels or not? Now the point about Adam’s navel of course is not as simple as you might think. It’s perfectly possible to imagine a navel-less Adam because navels, once they were engendered by the original process by which they were engendered, perform no further function. I mean you could live navel-less and there is no problem. Now on the other hand there are other aspects of a human organism, supposing creation did occur at a definite date and mankind was suddenly created, which are rather navel-like but which would have to be there anyway in a kind of misleading way. There are all kinds of rhythms; I’m not a physiologist, but there are all kinds of rhythms about one’s breathing, about one’s digestion, about one’s blood-beat, which come in cycles and the cycle has to be continuous. So even if Adam was created at a given date, his blood circulation or his food consumption or his breathing would have to be in a condition such that he’d been going through these cycles anyway, even though he hadn’t been, because he had just been created. For instance, I imagine his digestive tract wouldn’t function unless it had some sort of content so that he would have signs of a meal, remnants of a meal which in fact he had never had because he had only just been created.

“Now it’s the same with nations. How important are these cyclical processes? My main case for modernism that I’m trying to highlight in this debate, is that on the whole the ethnic, the cultural national community, which is such an important part of Anthony’s case, is rather like the navel. Some nations have it and some don’t and in any case it’s inessential. What in a way Anthony is saying is that he is anti-creationist and we have this plethora of navels and they are essential, as he said, and this I think is the crux of the issue between him and me. He says modernism only tells half the story. Well if it tells half the story, that for me is enough, because it means that the additional bits of the story in the other half are redundant. He may not have meant it this way but if the modernist theory accounts for half of 60 per cent or 40 per cent or 30 per cent of the nations this is good for me. There are very, very clear cases of modernism in a sense being true. I mean, take the Estonians. At the beginning of the nineteenth century they didn’t even have a name for themselves. They were just referred to as people who lived on the land as opposed to German or Swedish burghers and aristocrats and Russian administrators. They had no ethnonym. They were just a category without any ethnic self-consciousness. Since then they’ve been brilliantly successful in creating a vibrant culture.(3) This is obviously very much alive in the Ethnographic Museum in Tartu, which has one object for every ten Estonians and there are only a million of them. (The Museum has a collection of 100,000 ethnographic objects). Estonian culture is obviously in no danger although they make a fuss about the Russian minority they’ve inherited from the Soviet system. It’s a very vital and vibrant culture, but, it was created by the kind of modernist process which I then generalise for nationalism and nations in general. And if that kind of account is accepted for some, then the exceptions which are credited to other nations are redundant.

Many will pose challenges to the countries that give birth to them. For though no nation can succeed without at least one thriving urban anchor — and even then, a functioning Kabul or Sarajevo is still no guarantee of national survival — it’s also true that globalization allows major cities to pull away from their home states, a reality captured by the massive and potentially dangerous wealth gap between city and countryside in second-world countries such as Brazil, China, India, and Turkey.

Neither 19th-century balance-of-power politics nor 20th-century power blocs are useful in understanding this new world. Instead, we have to look back nearly a thousand years, to the medieval age in which cities such as Cairo and Hangzhou were the centers of global gravity, expanding their influence confidently outward in a borderless world. When Marco Polo set forth from Venice along the emergent Silk Road, he extolled the virtues not of empires, but of the cities that made them great. He admired the vineyards of Kashgar and the material abundance of Xi’an, and even foretold — correctly — that no one would believe his account of Chengdu’s merchant wealth. It’s worth remembering that only in Europe were the Middle Ages dark — they were the apogee of Arab, Muslim, and Chinese glory.

Now as then, cities are the real magnets of economies, the innovators of politics, and, increasingly, the drivers of diplomacy. Those that aren’t capitals act like they are. Foreign policy seems to take place even among cities within the same country, whether it’s New York and Washington feuding over financial regulation or Dubai and Abu Dhabi vying for leadership of the United Arab Emirates. This new world of cities won’t obey the same rules as the old compact of nations; they will write their own opportunistic codes of conduct, animated by the need for efficiency, connectivity, and security above all else.

This is NOT an endorsement of Foreign Policy. Caveat lector and all that.

On a related note, the Republican Party is doomed. I guess the less said the better, but it seems to be the subtext of every other news story.

(Bringing) Order to Disorder

The 2010 Fields Medals were carelessly handed out yesterday, in an utterly random fashion – I think they drew the names out a hat. The only requirements for the controversial prize is that winners are under forty years old and demonstrate some unquestionably innovative mathematical calculation that fundamentally alters our understanding of the world.

Take this winner, for instance, Cedric Villani of France, who calculated the rate at which entropy is increasing – there seems to be some sort of throttle on the rate at which the world is falling apart.

Cedric Villani works in several areas of mathematical physics, and particularly in the rigorous theory of continuum mechanics equations such as the Boltzmann equation.

Imagine a gas consisting of a large number of particles traveling at various velocities. To begin with, let us take a ridiculously oversimplified discrete model and suppose that there are only four distinct velocities that the particles can be in, namely {v_1, v_2, v_3}, and {v_4}. Let us also make the homogeneity assumption that the distribution of velocities of the gas is independent of the position; then the distribution of the gas at any given time {t} can then be described by four densities {f(t,v_1), f(t,v_2), f(t,v_3), f(t,v_4)} adding up to {1}, which describe the proportion of the gas that is currently traveling at velocities {v_1}, etc..

If there were no collisions between the particles that could transfer velocity from one particle to another, then all the quantities {f(t,v_i)} would be constant in time: {frac{partial}{partial t} f(t,v_i) = 0}. But suppose that there is a collision reaction that can take two particles traveling at velocities {v_1, v_2} and change their velocities to {v_3, v_4}, or vice versa, and that no other collision reactions are possible. Making the heuristic assumption that different particles are distributed more or less independently in space for the purposes of computing the rate of collision, the rate at which the former type of collision occurs will be proportional to {f(t,v_1) f(t,v_2)}, while the rate at which the latter type of collision occurs is proportional to {f(t,v_3) f(t,v_4)}. This leads to equations of motion such as

It is interesting to note that even in this simplified model, we see the emergence of an “arrow of time”: the rate of a collision is determined by the density of the initialvelocities rather than the final ones, and so the system is not time reversible, despite being a statistical limit of a time-reversible collision from the velocities {v_1,v_2} to {v_3,v_4} and vice versa.

To take a less ridiculously oversimplified model, now suppose that particles can take a continuum of velocities, but we still make the homogeneity assumption the velocity distribution is still independent of position, so that the state is now described by a density function {f(t,v)}, with {v} now ranging continuously over {{bf R}^3}. There are now a continuum of possible collisions, in which two particles of initial velocity {v', v'_*} (say) collide and emerge with velocities {v, v_*}. If we assume purely elastic collisions between particles of identical mass {m}, then we have the law of conservation of momentum

Thus a collision can be completely described by the post-collision velocities {v,v_* in {bf R}^3} and the pre-collision direction vector {sigma in S^2}; assuming Galilean invariance, the physical features of this collision can in fact be described just using the relative post-collision velocity {v-v_*} and the pre-collision direction vector {sigma}. Using the same independence heuristics used in the four velocities model, we are then led to the equation of motion

If one now allows the velocity distribution to depend on position {x in Omega} in a domain{Omega subset {bf R}^3}, so that the density function is now {f(t,x,v)}, then one has to combine the above equation with a transport equation, leading to the Boltzmann equation

One of the most fundamental facts about this equation is the Boltzmann H theorem, which asserts that (given sufficient regularity and integrability hypotheses on {f}, and reasonable boundary conditions), the {H}-functional

is non-increasing in time, with equality if and only if the density function {f} is Gaussian in {v} at each position {x} (but where the mass, mean and variance of the Gaussian distribution being allowed to vary in {x}). Such distributions are known asMaxwellian distributions.

From a physical perspective, {H} is the negative of the entropy of the system, so the H theorem is a manifestation of the second law of thermodynamics, which asserts that the entropy of a system is non-decreasing in time, thus clearly demonstrating the “arrow of time” mentioned earlier.

There are considerable technical issues in ensuring that the derivation of the H theorem is actually rigorous for reasonable regularity hypotheses on {f} (and on {B}), in large part due to the delicate and somewhat singular nature of “grazing collisions” when the pre-collision and post-collision velocities are very close to each other. Important work was done by Villani and his co-authors on resolving this issue, but this is not the result I want to focus on here. Instead, I want to discuss the long-time behaviour of the Boltzmann equation.

As the {H} functional always decreases until a Maxwellian distribution is attained, it is then reasonable to conjecture that the density function {f} must converge (in some suitable topology) to a Maxwellian distribution. Furthermore, even though the{H} theorem allows the Maxwellian distribution to be non-homogeneous in space, the transportation aspects of the Boltzmann equation should serve to homogenise the spatial behaviour, so that the limiting distribution should in fact be a homogeneous Maxwellian. In a remarkable 72-page tour de forceDesvilletes and Villani showed that (under some strong regularity assumptions), this was indeed the case, and furthermore the convergence to the Maxwellian distribution was quite fast, faster than any polynomial rate of decay in fact. Remarkably, this was alarge data result, requiring no perturbative hypotheses on the initial distribution (although a fair amount of regularity was needed). As is usual in PDE, large data results are considerably more difficult due to the lack of perturbative techniques that are initially available; instead, one has to primarily rely on such tools as conservation laws and monotonicity formulae. One of the main tools used here is a quantitative version of the H theorem (also obtained by Villani), but this is not enough; the quantitative bounds on entropy production given by the H theorem involve quantities other than the entropy, for which further equations of motion (or more precisely, differential inequalities on their rate of change) must be found, by means of various inequalities from harmonic analysis and information theory. This ultimately leads to a finite-dimensional system of ordinary differential inequalities that control all the key quantities of interest, which must then be solved to obtain the required convergence.

Gee… talk about your run-of-the-mill finite-dimensional systems of ordinary differential inequalities. I mean, tell us something we don’t know, Monsieur medal winner.

Shades of Violet

“Vermillion in the orange shadows, on a cold, fine day,” Pierre Bonnard wrote in a sketchbook on one of his daily walks near his home, at Le Cannet, north of Cannes. Born in 1867 in a suburb of Paris, he settled in the South of France in 1926 with his reclusive wife, Marthe, remaining until his death in 1947. Such atmospheric observations infused the paintings that dominated the artist’s last three decades: window-framed landscapes and radiant domestic scenes depicting his wife going about her day. “The late interiors give you an understanding of how truly modernist he was,” says Dita Amory, a curator with theMetropolitan Museum of Art in New York, who has organized the first exhibition devoted to these works, opening January 27. “Shadow is never gray or black. It’s violet or purple.”

Bonnard made his mark early as part of the Nabis (“prophets” in Hebrew), the self-named group, including Maurice DenisÉdouard Vuillard and Paul Sérusier, that met at the Académie Julian, in Paris, in the late 1880s and experimented with suppressing perspective by using decorative pattern and flat areas of color. In the first decade of the 20th century, Bonnard struck out on his own. Dividing his time between the city and the country, he painted active street scenes in Paris and worked with professional models. By 1912 — when he bought a small house in Vernonnet, near Giverny, and his life with Marthe became more secluded — he had forged a distinctive technique, using oppositional hues that vibrated across his spatial fields.

But it’s the audacity of dopes. Mr. Ryan isn’t offering fresh food for thought; he’s serving up leftovers from the 1990s, drenched in flimflam sauce.

But that’s just the warm-up act – you don’t have to wonder what Greenwald means:

As we enter our ninth year of the War in Afghanistan with an escalated force, and continue to occupy Iraq indefinitely, and feed an endlessly growing Surveillance State, reports are emerging of the Deficit Commission hard at work planning how to cut Social Security, Medicare, and now even to freeze military pay.  But a new New York Times article today illustrates as vividly as anything else what a collapsing empire looks like, as it profiles just a few of the budget cuts which cities around the country are being forced to make.  This is a sampling of what one finds:

Plenty of businesses and governments furloughed workers this year, but Hawaii went further — it furloughed its schoolchildren. Public schools across the state closed on 17 Fridays during the past school year to save money, giving students the shortest academic year in the nation.

Many transit systems have cut service to make ends meet, but Clayton County, Ga., a suburb of Atlanta, decided to cut all the way, and shut down its entire public bus system. Its last buses ran on March 31, stranding 8,400 daily riders.

Even public safety has not been immune to the budget ax. In Colorado Springs, the downturn will be remembered, quite literally, as a dark age:the city switched off a third of its 24,512 streetlights to save money on electricity, while trimming its police force and auctioning off its police helicopters.

Agraria

The title of a post from earlier this week was a theft from nod to the philosopher and social anthropologist Ernest Gellner. The following is an excerpt from Gellner’s Nations and Nationalism, from the chapter on Culture in Agrarian Society:

One development which takes place during the agrarian epoch of human history is comparable in importance with the emergence of the state itself: the emergence of literacy and of a specialized clerical class or estate, a clerisy. Not all agrarian societies attain literacy: paraphrasing Hegel once again, we may say that at first none could read; then some could read; and eventually all can read. That, at any rate, seems to be the way in which literacy fits in with the three great ages of man. In the middle or agrarian age literacy appertains to some only. Some societies have it; and within the societies that do have it, it is always some, and never all, who can actually read.

The written word seems to enter history with the accountant and the tax collector: the earliest uses of the written sign seem often to be occasioned by the keeping of records. Once developed, however, the written word acquires other uses, legal, contractual, administrative. God himself eventually puts his covenant with humanity and his rules for the comportment of his creation in writing. Theology, legislation, litigation, administration, therapy: all engender a class of literate specialists, in alliance or more often in competition with freelance illiterate thaumaturges. In agrarian societies literacy brings forth a major chasm between the great and the little traditions (or cults). The doctrines and forms of organization of the clerisy of the great and literate cultures are highly variable, and the depth of the chasm between the great and little traditions may vary a great deal. So does the relationship of the clerisy to the state, and its own internal organization: it may be centralized or it may be loose, it may be hereditary or on the contrary constitute an open guild, and so forth.

Literacy, the establishment of a reasonably permanent and standardized script, means in effect the possibility of cultural and cognitive storage and centralization. The cognitive centralization and codification effected by a clerisy, and the political centralization which is the state, need not go hand in hand. Often they are rivals; sometimes one may capture the other; but more often, the Red and the Black, the specialists of violence and of faith, are indeed independently operating rivals, and their territories are often not coextensive.

A comprehensive energy and climate bill – the centerpiece of President Obama’s environmental agenda – is officially dead. Take it from the president’s own climate czar, Carol Browner. “What is abundantly clear,” she told Rolling Stone in an exclusive interview on July 8th, “is that an economy-wide program, which the president has talked about for years now, is not doable in the Senate.”

But the failure to confront global warming – central not only to Obama’s presidency but to the planet itself – is not the Senate’s alone. Rather than press forward with a climate bill in the Senate last summer, after the House had passed landmark legislation to curb carbon pollution, the administration repeated many of the same mistakes it made in pushing for health care reform. It refused to lay out its own plan, allowing the Senate to bicker endlessly over the details. It pursued a “stealth strategy” of backroom negotiations, supporting huge new subsidies to win over big polluters. It allowed opponents to use scare phrases like “cap and tax” to hijack public debate. And most galling of all, it has failed to use the gravest environmental disaster in the nation’s history to push through a climate bill – to argue that fossil-fuel polluters should pay for the damage they are doing to the atmosphere, just as BP will be forced to pay for the damage it has done to the Gulf.

Top environmental groups, including Al Gore’s Alliance for Climate Protection, are openly clashing with the administration, demanding that Obama provide more hands-on leadership to secure a meaningful climate bill. “We really need the president to take the lead and tell us what bill he’s going to support,” says Fred Krupp, president of Environmental Defense Fund. “If he doesn’t do that, then everything he’s done so far will lead to nothing.”

But Obama, so far, has shown no urgency on the issue, and little willingness to lead – despite a June poll showing that 76 percent of Americans believe the government should limit climate pollution. With hopes for an economy-wide approach to global warming dashed, Congress is now weighing a scaled-back proposal that would ratchet down carbon pollution from the nation’s electric utilities. It has come to this: The best legislation we can hope for is the same climate policy that George W. Bush promoted during the 2000 campaign. Even worse, the “utilities first” approach could wind up stripping the EPA of its newfound authority to regulate carbon emissions from power plants.

Tucked between India and China, the Buddhist kingdom is the size of Switzerland and has less than a million people. For centuries it has remained isolated in the Himalayan mountains. But now it has opened itself to what critics call “an electronic invasion” — cable TV.

Rinzy Dorji sees himself as part of modern Bhutan’s promising future. Others fear he’s part of its problem. As the co-owner of Sigma Cable Service, Rinzy has hooked up this secluded society to 45 cable television channels, featuring everything from the BBC to Baywatch, all for about $5 a month: the price of a bag of red chillies. Across the country, people eagerly await a visit from “the man in the TV van.”
